Mr. Rock E. Miller has over 40 years of experience in Traffic Engineering and Civil Engineering. He earned his BS and MS in Civil Engineering from the University of California Davis. Today, this expert is a certified as a Professional Traffic Operations Engineer by the Institute of Transportation Engineers and is licensed as a Professional Engineer in California and Hawaii. Formerly, this expert served as a Senior Principal of Traffic and Transportation at Stantec, as a Principal at KOA Corporation, and as the Principal Engineer at Basmaciyan-Darnell Associates. Currently, this expert serves as the Principal at Rock E. Miller & Associates and an Instructor at the Institute of Transportation Studies, University of California Berkeley.
